National Statement of Finland at the Executive Board of UNICEF, Second Regular Session 2026

Read the National Statement of Finland delivered by H.E. Ms. Heli Lehto, Chargé d'Affaires, Deputy Permanent Representative of Finland to the United Nations, at the Executive Board of UNICEF, Second Regular Session, on Sep 1, 2026.

Mr. President, Madam Executive Director,

Let me begin by thanking Executive Director Russell, for her leadership and UNICEF staff around the world for their unwavering commitment to children under increasingly difficult circumstances.

Finland highly values its partnership with UNICEF and remains a strong supporter of its human rights-based mandate. At a time of growing humanitarian needs, funding constraints and pressure on multilateral cooperation, UNICEF’s role in protecting and advancing the rights of every child is more important than ever.

Finland appreciates UNICEF’s constructive engagement in the UN80 process. As reforms move forward, it is essential that the renewed system is also measured by its ability to better serve children, especially those living in the most fragile and complex settings.

We welcome UNICEF’s continued efforts to advance disability inclusion and gender equality across its programmes and operations, including humanitarian action. In emergencies, girls and children with disabilities often face heightened risks of exclusion, violence and disrupted education, making targeted action essential.

Innovation remains one of UNICEF’s key strengths. Finland is proud of its partnership with UNICEF through the Helsinki-based Innovative Finance Hub and Global Learning Innovation Hub. As traditional development financing comes under increasing pressure, innovation is needed not only in technologies and approaches, but also in forging new partnerships and mobilizing financing for children.

We encourage UNICEF to continue demonstrating the impact of innovation for children at country level. Continued reporting to the Executive Board on lessons learned, results achieved and opportunities to scale successful solutions would be welcome.

Finally, strong governance, effective oversight and sound risk management remain essential for trust, accountability and organizational effectiveness. Finland welcomes progress in implementing Joint Inspection Unit recommendations and encourages UNICEF to further strengthen its oversight mechanisms.
