Finland's support to Ukraine

Finland as part of the EU strongly condemns Russia’s illegal invasion of Ukraine. Finland will continue its unwavering support to Ukraine as long as needed. Since February 2022, Finland’s total assistance to Ukraine amounts to 2,9 billion euros. Read more about Finland's support.

Defense Materiel support

Finland has decided on 23 packages of defense materiel support to Ukraine. The combined value of all defense materiel packages submitted so far is 2 billion euros.

Development Cooperation & Humanitarian Aid

Finland has allocated 770 million euros in development cooperation funds and humanitarian assistance to Ukraine since 2022. Ukraine is Finland’s biggest development cooperation partner country with 38 million euros of budgeted funds for 2023. Our overall support will be 290 million euros during 2024-28. Finland's long-term development cooperation in Ukraine improves quality of education and strengthens rule of law, and increases energy security and climate resilience. Finland’s humanitarian support is channeled via UN organizations, the International Committee of the Red Cross and Finnish organizations.

Civilian Materiel Assistance

Since the beginning of the war, Finland has provided Ukraine with materiel assistance through the EU’s Civil Protection Mechanism with combined value of approx. 19 million euros. Finland is one of the biggest EU donors of energy sector materiel (generators and transformers) to Ukraine.

Civilian Crisis Management

Finland supports experts to the European Union Advisory Mission in Ukraine with 1,3 million euros.

NATO Ukraine CAP Trust Fund

Finland has supported NATO Ukraine CAP Trust Fund in 2022 – 2023 with 5,1 million euros and we have pledged another 5 million euros in 2024.

Finland provides protection to people fleeing from Ukraine

Since February 2022 over 66 000 people from Ukraine have applied for temporary protection in Finland. Finland also participates in evacuation of patients from Ukraine to Finland through EU MEDEVAC.

Private donations

Finns have donated over 75 million euros to Ukraine through NGO’s (i.e. Finnish Red Cross, Finn Church Aid, Unicef).

Cultural heritage

Finland supports Ukraine’s efforts to protect its cultural heritage.
