European Council Confirms Support for Strengthening European Defense – Finland Emphasizes Support for Ukraine
The European Council, meeting in Brussels on Thursday, 23 October, expressed strong support for strengthening European defense and security. During the meeting, it was decided to develop European defense capabilities based on the European Commission’s Defence Preparedness 2030 roadmap. Heads of state also discussed the use of frozen Russian assets to support Ukraine, as part of a “war reparations law.” In addition, EU leaders addressed the situation in the Middle East, competitiveness, and issues related to housing and migration.
European Defence Preparedness 2030 Advances
The European Council adopted conclusions based on the Commission’s Defence Preparedness 2030 roadmap. The roadmap is part of the broader ReArm Europe program, which aims to increase Europe’s military capabilities and crisis preparedness.
The plan includes flagship projects related to the defense of Eastern Europe, countering drones, air defense, and space defense. The roadmap also outlines project timelines, the development of military mobility, and monitoring of support for Ukraine.
Finland was represented at the meeting by Prime Minister Petteri Orpo, who emphasized the urgency of strengthening EU collective defense capabilities and the EU’s ongoing commitment to supporting Ukraine.
“Strong support for the defense roadmap is an important achievement for Finland, as it includes key Finnish priorities. Most importantly, the development of European defense is primarily based on the permanent threat from Russia, which we have long highlighted. In addition, the Commission’s roadmap contains flagship projects important for Finland, including the defense of the EU’s eastern flank and counter-drone initiatives,” Prime Minister Orpo said.
Ukraine Remains at the Center of Discussions
As Russia continues its attacks, EU leaders discussed new ways to increase support for Ukraine and pressure Russia toward a just peace.
Prime Minister Orpo met with Ukrainian President Volodymyr Zelensky during the meeting and confirmed Finland’s participation with €100 million in the NATO-coordinated PURL initiative (Prioritized Ukraine Requirements List).
“Russia is systematically destroying Ukraine’s energy infrastructure as winter approaches. Finland is helping Ukraine, together with allies, to defend itself and counter Putin’s attacks on civilian infrastructure. Only strength can stop Russia,” Orpo said in Brussels.
To date, the EU and its member states have provided Ukraine with a total of €177.5 billion in aid, of which €63.2 billion has been military support.
The Council also discussed using frozen Russian assets for Ukraine’s reconstruction. The Commission is expected to present proposals on the matter ahead of the December summit.
EU Simplifies Regulation and Strengthens Competitiveness
The European Council adopted conclusions to reduce the administrative burden on businesses and simplify regulations. Leaders also discussed the green and digital transitions, which are expected to support Europe’s long-term competitiveness and economic growth.
As part of competitiveness discussions, EU climate targets and the so-called dual transition—benefits of both the green and digital transitions for economic growth—were also addressed. Leaders emphasized that environmentally friendly technological development is key to strengthening Europe’s sustainable growth and strategic autonomy.
Competitiveness issues will be discussed further at an extraordinary summit in Belgium in February 2026.
Middle East Situation
EU leaders also discussed recent developments in the Middle East, particularly the outcomes of the Sharm el-Sheikh peace summit and former President Trump’s peace proposal regarding Gaza.
The goal is to support a two-state solution and launch the reconstruction of Gaza with international community support.
Other Topics
The European Council also discussed affordable housing at the EU level, migration management, and the prevention of illegal entry. EU leaders called on the Commission to quickly prepare a plan to promote affordable housing, support member states’ actions, and respect national competences. They also emphasized the need to advance safe and legal migration pathways, combat illegality and human trafficking, and strengthen the EU’s external partnerships in migration management.
Eastern Flank Defense Summit in Finland
Prime Minister Orpo has invited leaders of the EU’s eastern border countries to the Eastern Flank Summit in Finland on 16 December.
Leaders from the Baltic states, Poland, Romania, and Bulgaria are expected to attend. The goal is to strengthen defense along the EU’s eastern border and intensify cooperation against the Russian threat.
