The articles on the EU's common security and defence policy

The articles on common security and defence policy in the EU's Constitutional Treaty were discussed at a meeting of the President of the Republic of Finland and the Government's Cabinet Committee on Foreign and Security Policy on Thursday December 11.

The new proposal from the holder of the EU Presidency for an article concerning the obligation to provide assistance can be approved by Finland. The article considerably strengthens the mutual solidarity of the Union's Member States as well as Finland's security policy position, while respecting the existing security policies of Member States.

The articles in the draft Treaty seek to establish a clearer framework for development of the Union's military crisis management resources. The related provisions on structural cooperation still require some reshaping to reflect greater transparency and equality among Member States. Finland wishes to be involved in developing the EU's crisis management as part of the cooperative effort concerning the entire Union.
