We thank the High Commissioner for the update.

Finland reiterates its strong condemnation of Russia’s unprovoked and illegal invasion of Ukraine. Our support for Ukraine's independence, sovereignty and territorial integrity remains firm.

The city of Mariupol and its residents have suffered from brutal destruction and systematic violations of international human rights law and international humanitarian law since Russia’s war of aggression started. These violations may amount to war crimes and crimes against humanity. Thousands of civilians in Mariupol have been killed, thousands have been forcibly transferred. Homes, hospitals, schools and kindergartens have been targeted and destroyed by the Russian army. Sexual and gender based violence has been used as a method of warfare. Persons in vulnerable situations have been disproportionately affected by the inhuman atrocities.

Residents of Mariupol are facing a grave humanitarian crisis, compounded by shortages of food, water and medicine. The risk of a cholera outbreak in Mariupol is high.

Russia is responsible for continuing atrocities. Perpetrators of the most serious international crimes must be brought to justice. Finland fully supports the Commission of Inquiry, the investigation by the ICC and the work of the OHCHR Monitoring Mission in Ukraine.

What are your recommendations to ensure free and safe access for those delivering humanitarian assistance to Mariupol?
