Mr. Vice-President,

I have the honour to speak on behalf of the Nordic-Baltic States. We warmly welcome the Special Rapporteur's first report to the Human Rights Council.

We welcome Cambodia’s engagement and continued cooperation with the international human rights mechanisms, including the OHCHR and the Special Rapporteur.

An open and inclusive civic space is essential for democracy, sustainable development, and the enjoyment of human rights. No one should be behind bars for exercising their human rights. We therefore call on Cambodia to ensure that all individuals can exercise their human rights and fundamental freedoms without fear of intimidation or reprisals and that domestic legislation is fully consistent with international human rights obligations.

As Cambodia prepares for future elections, we call on Cambodia to take steps to foster political pluralism, strengthen the rule of law, and enable meaningful participation of all members of society.

Special Rapporteur, what concrete measures should Cambodia and its international partners prioritize over the next year to expand civic space and strengthen conditions for inclusive and meaningful political participation ahead of future elections?
