63rd Session of the UN Human Rights Council Item 3: Interactive dialogue with the Special Rapporteur on the human rights to safe drinking water and sanitation. Statement by Nordic-Baltic States, delivered by Ambassador Heidi Schroderus-Fox, Permanent Representative of Finland on 14 September 2026.

Mr. President,

I have the honor to deliver this statement on behalf of the Nordic Baltic states.

We warmly welcome the Special Rapporteur's report and support the call for universal realization of the human right to sanitation for all.  

In this context, we highlight that the Open Defecation Free is a target that should be reached everywhere and without it, benefits of work in water supply and sanitation cannot be full.

The Nordic Baltic States remain committed to a human rights-based approach in sanitation governance moving beyond basic infrastructure to place equality, non-discrimination, participation, accountability, and sustainability at the core of sanitation policies and investments. 

We particularly applaud the strong emphasis on gender equality and addressing the structural discrimination of those in marginalized and vulnerable situations, including persons with disabilities. Poor sanitation disproportionately burdens women and girls, compounding safety risks and undermining their sexual and reproductive health and rights, economic and educational opportunities, while structural barriers continue to limit equal access for persons with disabilities.  

 

Mr. Special Rapporteur,

Realizing this right requires comprehensive hygiene management. We ask: how can States ensure that public and school sanitation systems meet distinct menstrual hygiene needs? Additionally, how can comprehensive sexuality education challenge the surrounding taboos and stigmas?
