Mr President,
Finland thanks the High Commissioner and his Office for their continued provision of technical assistance and capacity-building.
Technical cooperation delivers practical results by turning commitments into action through partnership and shared learning. In Paraguay, this support helped develop an innovative digital tracking system for efficient government coordination. In Ukraine, OHCHR’s vital work reinforces national institutions and legislation, building a solid foundation for long-term reconstruction and EU integration. Meanwhile, in Uganda, human rights principles have been successfully embedded directly into the country's long-term development strategy.
Moreover, as our societies undergo rapid digital transformation, we must ensure that emerging technologies, including AI, align with international human rights obligations. Building the necessary knowledge and supporting global governance is a shared task.
Finally, we underline the importance of prevention. Strong, independent national institutions and a vibrant civil society help us address risks early. Continued investment in technical cooperation is an investment in more resilient, inclusive and rights-based societies for us all.
