Finland Outsources the Reception of Residence Permit Applications in Vietnam

Finland is outsourcing the reception of residence permit applications in Vietnam to a permit application centre operated by VFS Global. The reception of residence permit applications will commence at the Hanoi Application Centre on 6 October 2026.

Important Information Regarding Application Submission

• Residence permit applications must always be submitted in person. Applicants are required to visit the VFS Global Application Centre for identification and to provide their biometric identifiers.
• All residence permit applicants will be served by appointment only.
• Residence permit applications must be completed online in advance at https://migri.fi/enter-finland. To ensure a smooth and efficient identification visit at VFS Hanoi, we recommend submitting applications electronically and paying the processing fee through the Enter Finland online service. Paper applications are also accepted. The Finnish Immigration Service is the competent authority for residence permit matters.
• At the application centre, applicants will be charged a service fee (EUR 20, payable in Vietnamese dong) in addition to the residence permit application fee, if the latter has not already been paid online.
• The Embassy of Finland in Hanoi will continue to handle all residence permit application appointments that have already been scheduled.
