What is the Fund for Local Cooperation?

Fund for Local Cooperation (FLC) is a funding instrument of Embassy of Finland in Tanzania. Fund is targeted towards local civil society organizations.

FLC complements the Finnish-Tanzanian bilateral cooperation. It especially focuses the outcome area "sustainable development through rights, equality, inclusion” defined in country program to Tanzania. Target is aligned with Finland’s strategic goal in Tanzania to promote democracy, human rights and gender equality. Human rights and the principles of democratic participation are core values in Finnish development policy and are key strategies for ensuring inclusive and sustainable development.

Sustainable development cannot be achieved without an active civil society. In Tanzania, civil society organizations are needed both for their advocacy work as well as service delivery. The FLC aims to build partnerships between the civil society organizations and the Embassy of Finland. Furthermore, it is aiming to support the organizations so that they can operate more effectively.

FLC Project Thematic Areas 2025

The 2025 call is seeking project proposals that aim to:

  • Empower citizens by enabling them to actively participate in democratic processes.
  • Monitor, report on, and respond to the state of human rights and democracy in the country.

Funding information

The maximum funding for project support per organization is 200,000 euros for the period of two years. A maximum of 3 projects will be selected following this call.

Eligibility criteria for FLC partnership

Application is assessed only if it fulfils all the following criteria:

  • Application arrived on time
  • Organization applying is/has
    • ODA eligible
    • be a registered Tanzanian non-governmental organization 
    • been operational for a minimum of three years
    • at least 15% of funding from its own sources
    • a functional board of directors
    • a non-partisan organization
  • Proposal is in line with this year’ FLC call priority areas: empowering citizens to actively participate in democratic processes, or in monitoring, reporting on, and responding to the state of human rights and democracy in the country.
  • Have submitted all the documents as required by the call
  • Demonstrate experience of and ability for working with an international donor

How to Apply

The deadline for submitting applications is 05.08.2025 at 15:00 local time (UTC +3). Late or incomplete applications will not be considered. The applicants must use the Outline for a Project Document available in the guidelines for the application. All applicants use the same application format to guarantee that all key facts are presented and to allow for better comparability.
