Finland has withdrawn its objection to the accession of the Philippines to the Apostille Convention effective 22 August 2025

Therefore the Apostille agreement is in force between Finland and the Philippines. While original certificates from the Philippine Statistics Authority (PSA) still need to be apostilled by the Department of Foreign Affairs (DFA), these no longer need to be legalized at the Finnish Embassy in Manila.

The Embassy of Finland will continue to offer notarial services such as signature authentication, authentication of copy and certificate of existence. In the Philippines, this also includes the document related to getting married, Legal Capacity to Marry (LCM), and certificate of content of driver’s license extract required by the Land Transportation Office (LTO). The Embassy will still, on request, transfer population data notification to DVV on marriage conducted abroad and a child born abroad. 

Customers who have already sent their documents or with pending requests for legalization will be contacted by the Finnish Embassy for information on the refund of legalization fee and the return of the documents.
