The Ministry for Foreign Affairs of Finland (MFA) announces a call to Tanzanian non-governmental organizations for additional funding for core support in order to strengthen citizen participation and accountability
Deadline to submit the application to the Embassy of Finland in Dar es Salaam is no later than Tuesday 5th November 2019 at 10:00 hours.
General information
This support in development cooperation is a discretionary government transfer (later referred to as “the Grant”). It will be awarded to an eligible Tanzanian non-governmental organization (later referred to as “the Organization”) for additional support to the implementation of the Organization’s strategic plan during 2020-2022. The Organization’s strategic plan shall support the opportunities for citizen participation and accountability in Tanzania.
The maximum amount of financing to be awarded as a Grant is 1 500 000 EUR pending annual Parliamentary approval in Finland.
The Finnish Act on Discretionary Government Transfers (688/2001) applies to the Grant awarding procedure and use of the Grant.
The Grant awarding procedure
An organization, which is interested in receiving the Grant, shall submit an application to the Ministry for Foreign Affairs of Finland, which shall select one eligible recipient Organization.
Requirements for the organization
To be eligible, the applicant organization must:
be ODA eligible
be a Tanzanian non-governmental organization
be registered and legally competent
have been operational for a minimum of three years
have at least 15% of funding from at least one other source
have a functional board of directors
be a non-partisan organization
demonstrate past success in work on citizen participation and accountability which has been evaluated
demonstrate good working relations with Tanzanian stakeholders including Government of Tanzania, the Parliament, and Local and regional authorities
have a solid financial management system including regular financial audits, and a reliable monitoring, evaluation and reporting system, including capability to report in English
have a sufficient infrastructure and human resources in Tanzania
demonstrate experience of working with an international donor
Contents of the application
The application must consist of
an application letter in English, demonstrating the applicant organization’s eligibility for the Grant as described in this announcement;
the applicant organization´s strategic plan which includes results framework, risk analysis and risk management approach, monitoring and evaluation plan as well as management structure;
a detailed budget for the implementation period of the strategic plan including information on the other funding sources;
an example of the latest annual implementation or work plan (if an annual plan for 2020 is not yet available);
a copy of a latest audit report;
a copy of an institutional capacity assessment (not older than 2 years);
organogram or other description of organizational structure and staff.
Submission of the application
An applicant organization shall submit its application to the Embassy of Finland in Dar es Salaam no later than Tuesday 5th November 2019 at 10:00 hours, in two signed paper copies. The address of the Embassy of Finland in Dar es Salaam is: Embassy of Finland, Mirambo Street/Garden Avenue, Dar es Salaam, Tanzania. The application shall also be sent by e-mail to: [email protected]
The submission date and time shall be based on the arrival of the paper copies. The applications submitted after the given deadline will be rejected. In case of discrepancies, the signed original paper copy shall be regarded as the principal application.

Selection criteria
Among the organizations that meet the requirements stated above, the Ministry will evaluate and assess the organizations and their applications according to the following criteria:
Compatibility of the goals of organization´s strategic plan with the goals of the Finnish Development Policy, and in particular, Tanzania country strategy´s goals
Demonstrated experience and success in working citizen participation, accountability and transparency
Extent of applying Results Based Management, Human Rights Based Approach and non-discrimination in the organization´s strategic plan
Extent of inclusion of gender equality in both the strategic plan and organizational policies
Quality of organizational risk analysis and risk management approach
Innovativeness of the selected implementation strategies
Organizational capacity (in terms of financial management, human resources and monitoring and evaluation)
Geographic coverage of the planned activities
Experience of working with different stakeholders (both governmental and non-stake actors) in Tanzania
Experience of implementing Finnish Government grants
Use of the Grant
The selected recipient Organization shall enter into an agreement with the Ministry for Foreign Affairs of Finland. See the agreement template attached to this announcement
The Ministry for Foreign Affairs of Finland shall monitor the implementation of the Organization’s strategic plan as well as the use of the Grant and expect regular reporting on progress and financial execution from the Organization. Financial audits shall be carried out annually.
