The Ministry for Foreign Affairs of Finland announces a call to Tanzanian organizations to submit proposals for Tree Outgrower Support Programme (TOSP)

This support in development cooperation is a discretionary government transfer (later referred to as “the Grant”). The Ministry for Foreign Affairs of Finland will award it to an eligible company or other organization (later referred to as “the Organization”) for support to implement the Tree Outgrower Support Programme (TOSP) during 2019-2022.
The maximum amount of financing available as a Grant is 1,500,000 euros in total pending on annual Parliamentary approval in Finland.
The Finnish Act on Discretionary Government Transfers (688/2001) applies to the Grant awarding procedure and use of the Grant.
This call is to cooperate with Organizations that are already working, or are planning to support smallholder tree plantations in order to establish economically viable, sustainable and inclusive plantation forestry in Tanzania. Eligible activities are tree-growing activities, starting from site preparation and ending to thinning of the stands. A detailed description of activities should be presented in the annexes of the application form.
The Grant awarding procedure
An Organization interested in receiving the Grant shall submit an application to the Ministry for Foreign Affairs of Finland, which shall select 1–4 eligible recipient Organizations. Private and state companies, non-profit and social enterprises including cooperatives are eligible to apply.
Requirements for the Organization
To be eligible, the applicant must:
be a Tanzanian Organization and/or operating in Tanzania
be a registered legal entity
have been operational for a minimum of three years
have sufficient institutional and financial capacity and stability in order to implement TOSP
have a solid financial management system including regular financial audits
have paid all taxes and pension contributions as well as other payments required by the applicable law
have a reliable monitoring, evaluation and reporting system, including capability to report in English
demonstrate experience of working with an international donor
have at least 50% of self-funding for the TOSP activities
Contents of the application
The application must consist of
application form and its appendices filled in English (Annex 1 of this call);
certificate of trade or other relevant register, or if the applicant is not registered in the trade register, a statement of why it is not registered;
Taxpayer Identification Number (TIN);
supporting documents of taxes and pension contributions as well as other payments required by the applicable law;
a copy of the latest audit report.
Submission of the application
An applicant Organization shall submit its application to the Embassy of Finland in Dar es Salaam no later than 26 April 2019 at 12:00 hours noon (UTC +3), in two signed paper copies.

The submission date and time shall be recorded based on the arrival of the paper copies. The applications submitted after the given deadline will be rejected. In case of discrepancies, the signed original paper copy shall be regarded as the principal application.

Selection criteria are described in the application form and its annexes. Any other material than requested in this call will not be considered in selection process.
Use of the Grant
The selected recipient Organization(s) shall enter into an agreement with the Ministry for Foreign Affairs of Finland. See the agreement template attached to this announcement (Annex 2).
The Ministry for Foreign Affairs of Finland shall monitor the implementation of the TOSP and the use of the Grant and expect regular reporting on progress and financial execution from the Organization. Financial audits shall be carried out annually.
