Travel restrictions to Finland caused by COVID-19

The Finnish Government has outlined measures to prevent the spread of coronavirus in Finland. Non-essential traveling from Singapore to Finland is not allowed.

(Opens New Window)when you are in public transport or another crowded place where it is difficult to avoid close contacts. You should wear a face mask if you are returning to Finland from a risk area and traveling from the airport to a quarantine location, and also if you have an urgent reason to be outside during the quarantine. Masks can be worn as intended starting from the age of 15.

Transit in Finland on regularly scheduled routes is permitted. As a rule, during the transit journey, a person must remain in the transit area of the airport. Finnish airports strongly recommend using face masks.

Finnish citizens and residents should avoid non-essential travel abroad but everyone has the right to leave the country. Traveling to Finland is allowed for:

  • Finnish citizens and their family members
  • Citizens of the EU and Schengen States living in Finland and their family members
  • Third-country nationals residing in Finland with a residence permit
  • Leisure travelers from permitted countries where the coronavirus situation is at an acceptable level (Singapore is not permitted country for non-essential travel)
  • Essential travelers with accepted reasons

Essential reason for traveling can be:

  • Work that is significant in terms of the functioning of society
  • A compulsory personal reason which requires personal attendance
  • Relationship with Finnish citizens or other national residing in Finland with a residence permit. Relationship refers to a marriage or people living continuously in a marriage-like relationship. It is not mandatory that the couple has lived together continuously for two years. Additionally, relationships between people who live in different countries (“long-distance relationships”) are accepted
  • Any other necessary reason can be assessed on a case-by-case during the border inspection

The Finnish Border Guard does not grant advance permits for entry to Finland, and the decision to allow entry is always made during border check. Fundamentally, border inspectors trust the words of travelers. More detailed information may be inquired in isolated cases. If the person can bring documents to prove the situation, such as invitation letter from relationship partner and copy of his/her passport, may streamline the border check. Relevant supporting documentation has to be shown as proof upon check-in.
