The development of comprehensive crisis management will be discussed at an international senior leader level seminar (Comprehensive Approach Seminar - CAS) at Finlandia-hall on the 17th of June 2008.

The seminar will focus on current crisis management practises and development concepts. Also different multinational crisis management concepts will be examined. Emphasis will be on the exchange of views and experiences between participants.

The objective of the seminar is to facilitate open discussion on cooperation possibilities as well as developing comprehensive approach in crisis management. The seminar will also cover the findings of both an international group of inquiry as well as the Multinational Experimentation project (MNE5). Central actors in crisis management, including the UN, the EU, NATO and OSCE as well as cross-administrative senior leader level delegations from 15 different countries will participate in the event.

The seminar (by invitation only) is co-organised by the Ministry of Defence, the Ministry of the Interior, the Ministry of Foreign Affairs and the Finnish Defence Forces. The conveners are Minister of Foreign Affairs Alexander Stubb, Minister of Defence Jyri Häkämies and Minister of the Interior Anne Holmlund.

The seminar is chaired by Secretary of State Foreign Affairs Pertti Torstila, Chief of Defence of Finland Admiral Juhani Kaskeala and Pekka Haavisto, Member of Parliament.
