First national counter-terrorism strategy being prepared

On Friday, 19 February, the President of the Republic and the Cabinet Committee on Foreign and Security Policy discussed the national counter-terrorism strategy. The strategy has been drafted by a broad-based working group represented by ministries and central agencies carrying out the duty of combating and preventing terrorism.

The Finnish national strategy is based on four basic pillars in line with the European Union Counter-Terrorism Strategy adopted in 2005: prevention, protection, preparedness and consequence management. Effective fight against terrorism requires close, continuous and consistent cooperation between the political level, state and local authorities as well as the third and business sectors. Measures to increase the efficiency of counter-terrorism can be implemented on the basis of existing structures and preparedness systems. In current views, there is only a minor threat of terrorism targeted directly against Finland.

The strategy contains five strategic guidelines and ensuing recommendations for action which fall under the mandate of various authorities. The strategy is to be adopted as a Government resolution.
