Driving licence is not an acceptable form of identification for collecting a passport

You can no longer use your driving licence to prove your identity when collecting a new passport or identity card. Only a passport or an ID card can be used for proof of identity.

The passport or ID card should preferably be valid, but if your passport or ID card has expired recently, it can be used to collect a new document.

The change is related to the Act on Strong Electronic Identification and Electronic Signatures of 1 January 2019.

You can authorise someone else to collect your passport or ID card on your behalf by making a power of attorney. The person using the power of attorney must prove their identity by means a passport or ID card issued by a Finnish public authority.
