Voting abroad in the Finnish Presidential Elections 2006 The President of the Republic is elected by a direct vote, if necessary in two rounds. Because none of the candidates has received a majority of the votes cast, a new election shall be held between the two candidates who received most votes in the first election.

The candidate receiving most votes in the second round is elected President. The President is elected for a term of six years.

In the first round of Finland's presidential election, President Tarja Halonen failed to win a simple majority. The candidate for the Social Democratic Party (SDP) and the Left Alliance will face Sauli Niinistö, the Conservative Party candidate, in a runoff vote on 29 January.

Advance voting abroad and in Finland

Those entitled to vote, may vote in advance in any of the general advance polling stations in Finland or abroad in certain Finnish embassies.

Advance voting abroad is arranged from 18 to 21 January 2006 in the second election. In several advance polling stations abroad the advance voting period is shorter than this.

Advance voting in Finland is arranged from 18 to 24 January 2006 in the second election. In some advance polling stations the advance voting period is shorter than this.

Information about the advance polling stations in Finland and abroad and their opening hours are published on the elections website of the Ministry of Justice www.vaalit.fi. For information about the polling stations citizens may also call an information service number where information is given free of charge both in Finnish, + 358 800 1 57575, and in Swedish, + 358 800 1 38383.

On election day ,29 January 2006, it is only possible to vote at the polling station stated on the notice of the right to vote. The polling stations are open between 9 a.m. and 8 p.m.

Two identical notices of the right to vote

Every Finnish citizen who has reached eighteen years of age on or before election day, 15 January 2006, has the right to vote in presidential elections. Also Finnish citizens living abroad are entitled to vote.

The Population Registration Centre sends to all Finnish citizens living abroad and whose address is registered in the population information system two identical notices of their right to vote. One is for the first election and the other for the possible second election. The notices will be sent at the latest on 22 December.

Those who do not receive the notice of their right to vote can call any of the local register offices in Finland to check if they are entitled to vote. Identification required

Both in connection to the advance voting and voting on election day, the voters are required to present valid photo identification to the election officer. It is also good to bring along the notice of the right to vote.

The voter is given a ballot, an election envelope and, when needed, a covering letter form. The voter writes the number of the candidate he/she wants to vote for on the ballot. Voters must enter the number of their candidate on the ballot in a polling booth or otherwise so that secrecy is maintained.
