General Debate on UPR Outcomes

58th Session of the United Nations Human Rights Council: General Debate on ITEM 6 - UPR Outcomes. Statement by Finland, Delivered by Ms. Anu Konttinen, Chargé d'affaires, 26 March 2025.

Mr/Ms (Vice)President.

Finland submitted its fourth mid-term report on the implementation of the UPR recommendations. This mid-term review enabled all stakeholders to examine the state of play in advancing human rights and fundamental freedoms. Also, for the first time, the Government, under the leadership of the Prime Minister, reviewed the decisions, conclusions and recommendations issued to Finland by treaty bodies and other human rights mechanisms at ministerial level.   

The promotion of civil society participation has traditionally been our priority.  A discussion we organized with civil society on the draft report was a good occasion to   mirror mutual understanding during the implementation phase. Clearly, the discussion also revealed that we do not always share the same estimation of the advancement of some issues.  


The mid-term report confirms progress in all 168 supported recommendations and also in some noted recommendations.  The work continues with Finland’s commitment to fulfilling the advancement of all supported recommendations in the best possible ways.

Let me finish by underlining the importance of the UPR process. It is essential to enable constructive and respectful dialogues between all states. This is a most needed today for strengthening multilateralism, democracy and the Rule of Law in all of our countries.
