34th Special Session of the Human Rights Council on the deteriorating human rights situation in Ukraine stemming from the Russian aggression

Statement by Finland delivered by DPR Sari Lehtiranta

Finland aligns itself with the EU statement.

Finland strongly supports this special session. The rules-based international order functions in holding accountable those responsible for the atrocities.

We condemn Russia’s illegal and unprovoked war of aggression against Ukraine. We call on Russia to cease its use of force and withdraw its military forces from the territory of Ukraine and to fully respect international law.

During the ongoing invasion, we have witnessed continuous atrocities, including reports about war crimes and crimes against humanity. These include arbitrary executions, torture and sexual and gender based violence. The Russian army has brutally attacked civilians. Those trying to flee, those in their homes, schools, hospitals, and those seeking shelter in civilian infrastructure.

Thousands of civilians have been killed and injured, including children. Persons in vulnerable situations have been left to suffer. The human and humanitarian costs of these attacks are immeasurable.

Finland urges Russia to allow the safe passage for all civilians and the delivery of the humanitarian assistance.

This Council has a duty to hold Russia accountable for violations of human rights and humanitarian law. The investigation of the Commission of Inquiry established by this Council in March has a crucial role. It can also contribute to the investigation of the International Criminal Court (ICC) and other legal proceedings. Finland also firmly supports the investigation by the ICC and the work of the OHCHR Monitoring Mission in Ukraine. For the rules-based order to deliver, it is important to have comprehensive inquiries of the latest events in the areas of Kyiv, Chernihiv, Kharkiv and Sumy regions. Finland fully supports the resolution presented today.

Finland’s support for Ukraine's independence, sovereignty and territorial integrity remains firm. We stand in full solidarity with Ukraine and its people.
