Due to the prevailing emergency conditions based on the Emergency Powers Act in Finland, Embassy of Finland in Beijing and Consulate General of Finland in Shanghai are suspending visa, residence permit and passport applications until May 1, 2020
The Embassy of Finland in Beijing and the Consulate General of Finland in Shanghai suspend most of the consular and immigration services from March 19 until May 1, 2020. The special arrangements are implemented based on the Emergency Powers Act, which came into force in Finland on March 19, and apply to all Finnish missions around the world.
Finland, in line with other Schengen countries, suspends the normal reception of visa applications as of March 19, 2020, and the suspension will be in effect until May 1, 2020. The Finnish Visa Application Centers in China (VAC) have also stopped receiving applications. Processing of the applications already submitted to visa application centers or Finnish missions will be discontinued and the passports will be returned to their holders via the visa centers. The normal reception of residence permit applications has been suspended until May 1, 2020. However, residence permit applications that have already been received will be processed.
All visa and residence permit applicants' identification and interview appointments are canceled until May 1, 2020, and no new appointments can be scheduled until further notice.
Application fees that have already been paid will not be refunded. Exceptions can be considered only under very special circumstances.
For the time being, passport applications are only accepted in the event of an emergency, in which case you should first contact the mission by email: [email protected] (Beijing) or [email protected] (Shanghai).
Notarial and legalization services operate at the missions as normal.
In Beijing, service hours are Monday to Thursday, 9:30 am to 11:30 am and 12:30 pm to 2:00 pm. Please note that appointments are to be scheduled via the online appointment system.
In Shanghai, service hours are Monday to Friday, 9 am to 11:30 am, with no appointment required.
Due to the coronavirus situation, the Emergency Powers Act came into force in Finland on March 19, 2020 at 00:00 hrs. Due to the exceptional circumstances, the Finnish government restricts traffic at the country’s external borders.

Due to the restrictions on traffic at the Finnish external borders, the Finnish missions in China recommend that all Finns living in China take into account the situation regarding themselves and their families, and decide promptly where they intend to stay during the period of effectiveness of the Emergency Powers Act in Finland.
